Guidance: Rock Enrol!: engaging young people in democracy

Why run a Rock Enrol! session?

Just 55% of 17- and 18-year-olds are registered to vote compared with 90% of those aged 55 to 64 and 94% of those aged 65+. Cabinet Office wants to start changing this by improving the registration levels for young people and encouraging active citizenship. Rock Enrol! uses interactive games to get students discussing important issues, whether local or global, and to get their voice heard by registering to vote there and then.

Who can use it?

This resource is great for when you’re looking for fresh ideas or innovative ways to engage young people. It is suitable for a wide range of settings and flexible so that it is relevant and can be tailored to any youth group activity. Rock Enrol! sessions are aimed at students aged 16+ but can be used for younger age groups without the registration element. Although it is not subject specific the session is particularly useful for supporting Personal Social Health and Economic education (PSHE), the Citizenship curriculum at Key Stages 3, 4 and at post-16.

How do I use it?

The sessions are aimed at inspiring young people to discuss what they care about and why they should register to vote. Rock Enrol! includes:

  • a lesson outline
  • engaging activities
  • suggestions for extensions
  • reasons to register to vote
  • supporting guidance

The lesson framework was co-created by the Cabinet Office and Bite the Ballot, a youth-led organisation and can be used by teachers and youth leaders alike. The lesson framework and supporting materials are available to download free from this page.
